Dr. Winston Chin
Dr. Winston Chin joined the Ministry of Health (MOH) Office for Healthcare Transformation in January 2018 and is a founding Director of MOH Office for Healthcare Transformation (MOHT).
At MOHT, he oversees MOHT’s efforts to develop comprehensive and integrated approaches to health promotion within targeted Healthy Precincts, in order to achieve long-term change in behaviours and norms. He also leads MOHT’s efforts in financing redesign, to conceptualise, develop, and test new value-based financing models with relevant stakeholders.
Prior to joining MOHT, he was Deputy Director at the Healthcare Finance Division at MOH, where he oversaw government healthcare subsidy policies, subvention frameworks for public healthcare institutions in Singapore, and the implementation of new value-based financing models including bundled payments. He also previously served as Assistant Director in the NUHS Regional Health System Planning Office and Assistant Director (Palliative Care) in the Ageing Planning Office, MOH where he oversaw the development of MOH’s National Palliative Care Plan.
A recipient of the President’s Scholarship, Dr. Chin completed his medical training at the National University of Singapore. He is an accredited Public Health specialist and was also the valedictorian of his cohort from the Master of Public Health programme at the Saw Swee Hock School of Public Health, NUS.
